Yea, I found it on Starlightnetwork's No-AI list, and wanted to give it a shot. My other site is done with Jekyll, and I am somewhat concerned that Jekyll hasn't outright said they won't allow AI code.
That said, I have 0 evidence or worry that they are using it at the moment.
So is it like a webring but random?
Almost. One can submit any page, and after review it will be approved or denied and added to the stumble button. The goal is to be more like the old StumbleUpon button.

Back of a napkin definition, subject to change: if it's internet accessible and is maintained by a person, especially for non-commercial aims, then I would consider it smol. There are, however, much stricter definitions.
