Hewo, I read on matrix in the main furry space that pawb.social is working on a matrix homeserver? Is this true? That would be great if so!

Yes! We've got one up at https://matrix.pawb.social/ via web, or pawb.social via apps. You should be able to sign in using your Lemmy (pawb.social), furry.engineer, or pawb.fun account :3

Is there a way for people on other matrix instances to come chat? I tried searching the instance through Fluffy Chat and got "No Permission" in response.
