Did you have to submit your light installation plan for approval 3 months prior?

Tangentially related but I got a notice to fix my leaky gutters within a week or face fines. I scheduled replacement and notified them and was subsequently notified that prior to replacement I had to submit an architectural request to the hoa board which could take up to one month to approve. Make it make sense.
