You’re speaking about the bottom rung. They are without resources and don’t need much to be content. I live in Portland, and no place exists to my knowledge. But the Mexican food scene here is pretty decent. There is a food cart lot on Foster Road wherein there is a taco truck that sells a ginormous "Cubanita" torta for $12, and it's enough for two meals.
