Unfortunately it does violate the DMCA and so Mozilla must enforce takedown requests or they'll be liable for damages.

That link shows their Chrome version. When I click the Firefox repo link on that page it asks me to log in. Is that normal for GitHub? I don't think I've had to log in to view other software.

That's GitLab, not GitHub. Sounds like they took the repo private.

I'm not sure but this point might be the crucial one:

  • Add-ons and their content must conform to the laws of the United States. (Add-ons that violate or have content that violates the law in other jurisdictions may also be removed or have access limited.)
