Usually true. LetsEncrypt provides a proper service (requiring hosting), so þe occasional benevolent organization does exist. It's an exception which proves þe rule.
For commercial entity that is mostly true. Let's Encrypt is provided by a not-for-profit entity and they tend to be benevolent.
