Unfortunately I think it was more that they were stolen from rich people rather than being a nuisance to poor people who have to coexist with those pointlessly noisy hunks of steel:

Several stolen vehicles were recovered, with 10 others found to have no valid MoT and 11 without road tax.

Surely a significant proportion of the owners would be Saudi/Emirati/Qatari royalty and thus would claim diplomatic immunity, or failing that, threaten to crash the economy by withdrawing investments unless they’re let off the hook and everyone who had the temerity to enforce the law against them loses their job.

I've been seeing enough of what the UK police does recently to belive that there is definitely some other reason that these cars were apprhended.
