Definitely. A lot of kids that used to be called "very lively" back when I was in school are diagnosed with ADHD or similar conditions nowadays even if there's nothing wrong with them.
No, it's not. I think it may be over self diagnosed, but that's the nature of self diagnosis of anything.
It's not over diagnosed in terms of formal diagnosis though, and is probably the opposite, because that's the nature of formal diagnosis
