The annotation system could benefit from federation. Users can submit any interpretation, and some of them will need to be moderated.
I can't think of a format that would be compatible with other fediverse platforms. While it would be nice to be able to annotate from existing accounts or follow new updates to a song from Lemmy/Mastodon, the specifics would be complicated. Do people follow artists, albums, songs, lines of text? Sometimes people will want to annotate a single word, and other times a whole paragraph
However, the lyrics themselves would be better off with a system like Wikipedia
This would work better as a wiki, creative commons licensed, with a database that's available for download separate from the website frontend (like wikipedia has).

There is https://lrclib.net/
They have at least a Plugin for Jellyfin. It's not federated but matches the spirit quite well I believe. The whole database dump is just 12GB anyway.
Maybe it's not what are you looking for but LRCLIB and LRCGET are open source:
LRCLIB is the database plus tools. LRCGET is a frontend to search lyrics for music in your computer and you can edit or add if a lyric is missing.
It's not federated, but they provide database dumps so a step forward for this application. Some music players/servers already have connection with lrclib.
