Essentially the title. Would it run afoul of the "no ads" rule? Even if we're not affiliated with the VTuber in question?

I mean you can just share clips of any vtuber no? If that would count as an ad, then all content here would be considered ads.

Personally I'm all for it. It's not easy to find interesting or new talents considering how big the scene is these days. Just don't go overboard and I don't think anyone would mind.
