I always heard that the criminals would restore the data, else they kill their own business plan. So this is surprising to me.

I work in this field for a living. This number is bullshit, most organizations get their data back after paying...

Hmm, I've always heard the opposite, and that they even go so far as providing tech support to help restore the data after paying. If word got out that they didn't restore the data after paying, no one would pay.
