This isn't true. It's just commonly done.
First line of the rules post stickied at the top of the sub says to please include the word rule in your title.

the lines are kinda blurred when you put them in a thread about the rules
Huh, I don't see sticky posts from kbin but that sounds stupid. I mean isn't the point of 196 that there are almost no rules?

NSFW: NSFW content is permitted but it must be tagged and have content warnings. Anything that doesn't adhere to this will be removed. Content warnings should be added like: [penis], [explicit description of sex]. Non-sexualized breasts of any gender are not considered inappropriate and therefore do not need to be blurred/tagged.
