An attractive character and slick adventure plate will win over most people the majority of the time, in my experience. Imo, there's no way to tell in-game how well people did, barring deaths/revives, and really good healers, so what sticks in your mind after combat is that cute miqo that was winking at you at the start.
I usually give my comm to whoever's doing well on the imaginary leader board and moving the run along quickly.
I usually play healer so I get comms by default. To try to restore some amount of balance I always give my comm to whichever DPS had the least upsetting performance. However, if Limit Break is never used the entire time and I cast it on the last boss as the healer then I give it to the tank, instead. :)
