That's the message they show when a sub doesn't have moderators (or possibly if the moderators have not been active).
I could see them removing the creator and moderators for that sub.
except the mod is active and posts regularly on r/spezresign. the sub was founded by u/StanIsBread, here are some of his recent posts on r/spezresign

Interesting lets see how long till this sub gets banned. I am willing to bet Spez will not let this sub exist as long as he let a certain sub with bait in the name exist.
