What do you mean toxic? Pretty much everyone on !risa@startrek.website isn't toxic at all, in fact quite the opposite

Maybe they literally meant the pleasure planet Risa shouldn't be constantly relying on vacationing engineers to fix their climate control systems is all, pretty toxic to the fedderation to make the engineers work on their downtime.... is what I told myself until that one lower decks episde.
