GDPR does facilitate that given that it legally separates strictly necessary cookies - browsers like Firefox can automate the process more reliably and in a user friendly manner thanks to that, which it's planning to do[1]. There's also the "if it isn't visible people stop caring" angle which might have importance here - how much of an impact does cookie banners being visible by default help people become aware of the fact that they have a legal right to privacy in the EU?

A side effect of this regulation is an increased awareness among consumers of their data-privacy rights and protections. About six in ten consumers in Europe now realize that rules regulate the use of their data within their own countries, an increase from only four in ten in 2015. [2]
