Pretty sure hospitals keep some alcohol on hand in case a severe alcoholic is going through withdrawals as that can be deadly. They don't keep cigarettes on hand. Unsure about other hard drugs. If a parent decided to quit parenting we call that abandonment or child abuse and put them in jail. These are not the same.
