That answers the question, it's all about money.
its alcohol industry, worried that things like weed and glp1 is going to eliminate thier profit/industry overnight.
It's also about control. Wildly harsher penalties for individuals than businesses.
They get non-violent prisoners to store for profit, as well. Then they do slave labor sometimes with the prisoners.
