MODERATORS
A lot of animal/wildlife rescuers will use the swan straightjackets to keep both themselves and the swans (but mostly themselves) safe during rescue efforts. I remember the Wildlife Aid channel on YouTube had some videos with swan rescues where they explained that adolescent male swans leaving to find their own territories often ended up landing in suburban areas by accident (saw someone's pool, or a reflective surface that looked like water) and had to be captured and relocated because they got too confused and disoriented to leave, etc. Since swans have breeding seasons, you can end up with a busy season where a bunch of swans need rescued in the space of a month or so. I expect something like that probably is the backstory here.
