Somehow I'm not getting that second image, but this seems like an ok price. Is the 4GB then referring to the memory? If it's onboard graphics and 4GB memory then you should try for $100 and put a discreet card in there.
I can't seem to find specs on the graphics. The Radeon R4 200 is rounding integrated graphics sharing memory, so gaming may not be great. Outside of that, it's not terrible. I still think 150 is a bit high, but I'm only mad that I didn't get more for my R9 380 build
The R7 200 series card varies widely. I just moved away from that R9 380 about a year ago, and the R7 265 appears to compare. The 240 and 250 aren't as great.
That said, this build can probably do games in low and sometimes mid graphics. I have seen lower spec machines than this play newer games, but graphics takes a hit. You would probably get much better performance out of running Linux on the machine. Mine struggled in Windows, but Linux was just fine because of newer drivers.

4GB VRAM in the R7. 12 GB DRAM for the CPU.
