Well these seem to be old USAID grants, from 2025 and before, so I'm not sure USAID itself is actively doing it anymore. Their old beneficiaries certainly are. But the actual goodwill programs were always more useful than any other form of propaganda. Tell someone their government is bad or feed them when their own government fails to - which one is more likely to change hearts?
