The idea was that people could tag their posts and communities with specific languages, so then you could skip specific language posts and so on.
However, most communities don't specify a language, neither do most posts. If you tick english and untick unspecified, you won't see basically all content because people don't specify a language when they post, and 99% of English content is technically "unspecified".
Basically not well implemented/used feature, best to ignore it.
