So instead of denying them entry at the port for whatever reason, they dragged them in to the US, where they can now argue to be released from custody like the others? Seems like you're creating more problems for yourselves.
You're applying logic to a racism based action, with minimum quotas and no penalty for mistakes for illegal actions.
The two are fundamentally incompatible.
