I'm a bit confused as I've been following this and last I heard they said they were going to implement a workaround for power users?
There is a developer mode, but It's been made more difficult to use. Even if It's still an option, it's clear that Google is trying to discourage installing apps from sources other than the Play store.
The "workaround" is more like a serious obstacle course that will kill any attempt at alternatives to Play Store.
As i understand it you can use ADB to get app outside play on your device.
