Disappointing to be sure. Congrats to those countries standing up to genocide.

Can anyone point to an article or anything as to why those remaining 20 would vote no?

This Politico article has quotes from Italy and Germany foreign ministers, who they say led the opposition.

It seems the boys are back in town.
