They absolutely have internet.

It's just state controlled. So basically a national child safety lock. But they 100% have access the internet.

They do not. They have intranet. No access to oversea servers.

Some may do, but that's obviously not for 99% of people.

I2P traffic isn't that difficult to detect or block, mainly because bootstrapping a node requires connecting to known reseed servers. They can block those reseed servers and your node would never be able to connect to the network.
