Sergey Belyakov, Mikhail Fridman, Ivan Glasenberg, Oleg Deripaska, Semion Mogalevich, Dmytro Firtash, & Sergey Naryshkin (allegedly)
This is definitely a List Of Guys. But you might want to do some more research. Mikhail Fridman is Ukrainian who has dedicated enormous sums of his own personal fortune to propping up the Ukrainian defense budget. Of course, it's an easy mistake to make. The EU courts had to take him off the sanctions list in 2024 when they found no evidence whatsoever to support claims that he had violated post-war sanctions.
