I just can't understand why they aren't banning both. Russia is a clear one, but Israel shouldn't be any harder decision

Wgat do you mean? I think a significant factor is that Ukraine is a participant too and Russia attacked them, so banning Russia is a pretty easy decision. But Israel baffles me
