This desire path is official enough to be shovelled in case of snow, but not official enough to get paved.
In the very, very slight defense, it is a lot cheaper to shovel than to pave, and the person shoveling probably isn't the same person making the decision about whether it gets paved.
Shoveler lives in the building, paver doesn't lol
