EEE is not applicable here as adding additional source of energy to the market is always a good thing. If he takes a monopoly on it you can still use solar, wind, fosils
EEE is just a reminder that this guy is up to not good and that he wouldn't mind disrupting the community for his own gains. A monopoly in energy has wide implications, nuclear more than others as due to it's hazardous nature is tied with authorities.
