This makes sense only if you don't think about it too hard.

It is very dangerous to automatically add names to random phone numbers. See caller ID which can actually be used to imitate other phone numbers which would then be translated into contact names by the victim device.

This is to differentiate this random phone number from a person named "Emily" in their contacts. The other option is [automatically detected name: Emily] but the length isn't appropriate for a notification bubble.
