You're talking about completely eliminating the existing structure of the country. Good luck getting an even vaguely significant proportion of the population to go along with that. People are too afraid of what they don't know or understand.
Anything less is horrifically cruel, like Nazi level cruel.
I'd wager the bulk of the population would need to experience that for themselves before they'd believe it.

Hopefully some soul searching is done now that Trump is bringing America to Americans.
