I guess the joke is that in Germany the high speed train is called “ICE” (named that way way before the US department)
ICE ="inter city express", its the German high speed rail and in fact private transportation. But you can use the regional rail network in all of Germany for free. Non students pay 58€ per month for that privilege.
I know, this was just a poorly worded joke about ICE in the US
