Yeah, it could have been much worse.
But this does illustrate that the problem isn't solely about guns. NBC reports the guy was suffering from mental illness. The US has a glaring lack of mental health care, which I think is one of the root causes of the violence we see (alongside socioeconomic inequality and media-fueled radicalization).
