He is, or rather, Brazil in general is.

1. Brazil has a payment system that actively ignores settlement in the US dollar and it is quietly spreading beyond its borders.
2. It's not at all trying to negotiate the current tariffs placed on Brazilian products, just ignoring the Trump administration.
3. BRICS itself seems to be getting closer and closer to each other, further undermining US influence and angering Trump.
