Albeit that they probably are, I'd caution against that as a general assumption. Stupidity mitigates culpability: better to treat those who commit evil as though they have a full understanding of what they work for and what effect their actions will have.

And especially don't assume stupidity if you're going to break out the guerrilla tactics: cover your ass in a way that would leave even the most intelligent and competent of investigators absolutely stumped at who the fuck you are and how the fuck you operate.
