Yeah it's made by a Dutch guy. He came up with the idea as satire seeing how stupid the American infrastructure is and how stupidly they clamb onto their car dependant world contradicting all statistics while we, here in The Netherlands, are making the country more cycling, walking and public transportation focused and push cars out of our cities.
Zutphen city centre is already completely car free. Other cities make increasingly more streets car free, increase parking costs to prices as high as a pack of cigarettes per hour (and those are expensive too) and push for stricter emission regulations. Car infrastructure is sacrificed for extra wide and safe bike paths. I sold my car because driving in the city and parking is stupid, so I rather take my e-bike by train when traveling to other cities to avoid traffic jams and parking costs.
