Yeah, the plates are spec’s to rust to bits in 15 years (approximately because they are cheaply made by slave labor) and states require them to replaced every 10 years (or less in states that have heavy saltiness)

I have never heard of this! In my current state and last state it was the same rule, i just double checked:
"[the motor vehicle dept] provides this service, which is necessary when a license plate is lost, stolen, damaged, or becomes illegible."
my in laws have plates that are 30+ years old and look fine. Mine are 12 years old and fine except some dents.
No salt on the roads though maybe that's the difference.
