The top one is the fasces that the name fascism is derived from in Italian. https://en.wikipedia.org/wiki/Fasces

The bottom one is the sonnenrad

Actually the bottom one is the flag for the "Falange Española Tradicionalista y de las JONS" the fascist party during the spaniard dictatorship.
