I guess some trucks need to idle their engine to keep the refrigerator running so food doesn’t spoil?

No, reefer trucks have an auxiliary engine powering the refrigerator.

That's not an idling engine if it's actively working to keep product cool.

If the engine is powering the refrigerator, it is exempted. Engine powering air conditioning is not exempted.
