Beyond the fees, the senior executives should be required to do 24 months live-in community service (e.g. free phone repair for senior citizens) while being frozen out of their current assets/money. During this period they would only have access to minimum wage for their community service work.

I can guarantee you this will lead to a change in behaviour.

And don't scapegoat some director or department head - go straight for the C's, it's what they get the big bucks for right?
