looking at how even the horses are disobeying being forced to harm people - we can conclude that calling cops animals is not appropriate - ghouls and psychopaths seems more adequate but don't let me stop you from listing all other fitting names you can think of:
I like the word ghoul though, I don't wanna ruin it with their taint
