You are looking at the software, but how’s the hardware?
How old is the server? Could the thermal paste be old and dried up? Is the cooling fan working?
A CPU with bad cooling can still run, up to a threshold and then it will throttle itself to avoid going over, but since the cooling sucks just being on will keep it there.
I agree. Start with eliminating those before you throw code at it. My wife had a laptop that for a while routinely would run the fan nonstop at just basic Word usage. For years she just dealt with it as it never gave problems outside of the jet noise. At some point she retired that one and got a new one, kept it for backup purposes. One day I figured I'd dive in and see if maybe the fans needed cleaning or something. What I found when I got it apart was the paste was so dried and gone the fan assembly lifted right off. Cleaned it up, put new paste on, and it's quiet as a mouse. How it managed to move enough air and heat to not blue screen I have no idea.
