Councilors have established followings on Twitter. They don't want to recreate them elsewhere.
Journalists loooooooove Twitter. Councilors want to be where the journalists are.
It's a culture war battle.
This is less cultural and more existential IMO:
Posting on that site is straight up Anti-Canadian and I will die on this hill.

The article lists those who spoke for/against, but I don't think it has the full list.
The minutes should be available online.
