Even if this was a normal bar chart, the value it represents - the delta without any context - is meaningless

Oh my god I just realized that it's showing the change in sales/use. Why on earth would you do that!? What point are they trying to make!?

If you are working time series the absolute values are not that good for modeling, you want to transform the data into log difference.
