It's still in closed beta. You can't "just sign up."
You can. You sign up on the website, you get an email telling you to install the app a day or two later. It's a very open "closed beta"

And on Android, you just have to download the apk. I believe the delay is just a Testpilot thing.

You got a link to that? Because I can't find a download, the Loops site doesn't even list it for me.
