I like to imagine that the building is on a truck surrounded by other buildings on trucks moving a couple miles down the road, but the gag there is Homer jumping over to the Moe's truck
That was the ending to the episode where they have to give up the town because of all the garbage and pollution, and just move Springfield a few miles to a new place. But this doesn't feel like it's this. I just can't put my finger on it...
You're right, it's unlikely a few miles will solve this problem.
