I have no idea what potemkin buster is but I found this similar meme :3

Potemkin is a guilty gear character, which is a fighting game. Bridget is probably one character you know from the series.
Anyways basically the entire kit of potemkin are grapples hence the meme
To add to this, Potemkin Buster is a normal move that can be performed at any time on a standing opponent, while Heavenly Potemkin Buster is a super move (meaning it requires a resource to perform) that can only be performed on airborne opponents.
