It’s more than theocracy, yes, but fuck theocracy, it’s a significant piece of the long game on this.
Does it list cause of death? I assume the babies are dying cause of unavailabilty of pre- and post natal care, as a result of hospitals being unavailable. Or perhaps there is widespread starvation going on. Children usually succumb first to that.
