While I get that this is for a meme, this picture can be simply explained by the fact that these chargers have very short cables, and this truck wouldn't be able to charge if they had parked normally. It's actually a pretty common sight.
This doesn't make conservatives any better, but it does give this specific picture some context.
Just look at the truck. It's a dodge ram, they don't make any PHEV models.
Even if you know nothing about cars, you can tell that from both context, and the fact that it clearly isn't plugged in.

Seeing them use a giant pickup truck to ruin the day of electric car owners simply for the sake of pissing them off and asserting their dominance is a pretty good basis for knowing they're conservative. The first time I encounter an asshole pickup driver who hates electric cars and loves to spoil the day of anyone who drives one, yet who embraces left-wing politics, I will change my mind about the "right wing" stereotype. Until then, it has a pretty solid hit rate.
